Agricultural policy scientist Dr. Shashank Dattatray Kulkarni is an author, poet, and orator. He was born and raised in Sakharale, a tiny village in Maharashtra's Sangli District. He is currently employed by Central University of Jammu as a faculty member in the department of public policy and public administration. The idea of "Policy Ecocide" was first proposed by Dr. Shashank Kulkarni.
Dr. Shashank Kulkarni's agricultural policy research is recognized by the Governor of Jharkhand.
Jharkhand Governor C. P. Radhakrishnan had invited Dr. Shashank Kulkarni for a discussion. During the meeting, Radhakrishnan discussed sustainable agriculture strategy for Jharkhand and tribal development strategies in the state respectively. The Governor also learned about how the recommendations of the Swaminathan Commission can be used to improve the standard of living of Jharkhand's farmers. He appreciated the research work of Dr. Kulkarni and expressed his belief that this research can be of special use in the future to raise the standard of living of farmers in Jharkhand.
Dr. Kulkarni has recently been selected as the Agricultural Consultant to NITI Aayog on behalf of the Government of India and currently he is teaching and researching in the Department of Political Science and Public Administration of the Central University of Jharkhand. Dr. Kulkarni holds a PhD in Agricultural Policy from the Department of Public Policy and Public Administration, Central University of Jammu. Has done remarkable work as Senior Researcher of University Grants Commission. He is known as the father of the basic concept of 'Policy Ecocide' in public policy. Originally an agricultural engineer, Dr. Kulkarni got an opportunity to work with Bharat Ratna Prof M S Swaminathan. Dr. Kulkarni's world-famous research-oriented book 'Swaminathan Commission: A Foundation of Farmers' Policies in India' got forwarded by Prof. Swaminathan.
The Swahili University of the Republic of Panama honored him with an Honorary Doctorate in Public Administration for his contribution to India's agricultural policy. He has written a total of eleven books on various socio-political topics and has published several research papers in highly regarded research journals. His research subjects are Public Administration, Public Policy, Agricultural Policy, Farmer Policy, Rural Administration and Rural Local Self-Government.
